Bette Midler is one woman who knows how to command attention.
The 71-year-old icon stepped out in an eclectic ensemble for the New York Restoration Project‘s annual Spring Picnic in New York City on Monday.
Not even the wet weather could dampen The First Wives Club actress’ sunny disposition, which was reflected in her quirky get-up.

Bette looked beautiful in a pair of skinny black pants and a white empire line blouse with puff sleeves.
She wore a colorful turban around her hair, and donned small hoop earrings.
The Rose singer rounded out her look with a pair of orange platform sandals.
Bette took to the podium to speak at the picnic, delivering an undoubtedly entertaining speech.

The New York Restoration Project aims to create and restore urban landscapes – many of which are in underprivileged neighborhoods – for local communities to use and enjoy.
The charity was founded by the singer and actress back in 1995, and has been growing ever since.
In an interview with Travel + Leisure, Bette explained she decided to start the charity shortly after relocating from California to New York.

‘[New York City] had so many problems you almost didn’t know where to start,’ she said. ‘So I started at the bottom of the barrel, picking up trash in the streets.’
And it was from that the idea for her charity was born.
‘Trash seemed to me to be symptomatic of larger problems,’ she added. ‘I felt that if I could solve one small problem, perhaps others could be solved.’
